Ninth Meeting of the PSCB of the IJSG held in Kolkata |
|
|
|
The
Ninth Meeting of the Private Sector Consultative Board (PSCB)
of the International Jute Study Group (IJSG) was held at the
Bengal Chamber of Commerce and Industry, Kolkata, India on
25-26 May 2009. Mr. Kazi Rezaul Hasan, Chairman of the PSCB
presided over the meeting while Mr. Sudripta Roy, Secretary
General of the IJSG was present and made a statement.
The
Secretary General, IJSG made a brief statement of the IJSG
activities and remarked that it is high time to do something
tangible that would leave a mark on the sustainable
development of the jute sector. He emphasised on the
promotional activities for global awareness build up. The
Chairman of the PSCB said that appropriate promotional
efforts are needed for market development.
The
meeting was open to all Associate Members of the IJSG. The
PSCB reviewed the status of the Associate Members of the
IJSG and recommended that the PSCB should make effort to
include exporters, importers, traders, market experts,
manufacturers to make the Board more dynamic and effective.
The Board insisted on holding more workshops/symposia in
suitable countries on jute and allied fibres to promote
sharing of information on R&D activities as well as on
development of technologies. The PSCB recommended to the
Council to appeal to all importing countries to suitably
remove/reduce tariffs and to remove non-tariff barriers on
jute, jute products, jute machinery and spare parts.
The
PSCB stressed on the necessity of increasing cooperation
among the buyers’ and consumers’ organisations. The Board
also suggested initiating a study for Disposal Protocol for
Jute Products. The meeting discussed other important issues
like strategy for promotion of technical textiles including
geo-textiles, training of jute mills personnel.
At
present there are 96 Associate Members of the IJSG
representing Bangladesh, India, Pakistan, Cote d’Ivoire,
Switzerland, USA, Nepal, Japan, Vietnam, Malaysia, Russia,
Korea, United Arab Emirates (UAE), Syria and United Kingdom
(UK). |

International Conference on Kenaf and Allied Fibres to be
held on 1-3 December 2009 in Kuala Lumpur |
|
|
|
The
Secretariat of the International Conference on Kenaf and
Allied Fibres is organizing a 3-day International Conference
on Kenaf and allied fibres from 1st to 3rd December 2009 at room No. 620, Legend Hotel,
Kuala Lumpur. This event takes place in conjunction
with the observance of the International Year of Natural
Fibres (IYNF) 2009 by United Nations General Assembly (UNGA).The
theme for the conference is 'Viable Biofibre for the
Future'.
This
initiative is expected to build an international framework
for creating global awareness about usefulness and
beneficial attributes of biofibre such as kenaf, jute,
ramie, flax, hemp and oil palm along with positive impact on
the society of the producing countries. It is envisaged that
this conference will help accelerate the development of
biofibre that employs millions of people and provide
socio-economic development opportunities.
It is
anticipated that it will raise the profile of these biofibre,
increase consumer awareness and strengthen demand for
biofibre products. Moreover, promotion of the use of
biofibre will enhance the environment.
The
conference will be conducted in English. It is expected that
the conference will be attended by policy makers, academics,
scientists, researchers, biofibre producers and
entrepreneurs will provide a forum for interaction and
exchange of ideas.
There
will also be an exhibition of various kenaf and allied
fibres products and machinery at the conference venue.
Interested parties are requested to register for exhibition
in the conference latest by 1st August 2009.
The
key objective of this international conference is to provide
a forum for discussion and to facilitate the exchange of
ideas and information on the latest development and findings
in kenaf and allied fibres. The conference will be the
platform to promote and strengthen further cooperation and
networking amongst researchers, experts and suppliers of
kenaf and allied fibres product and manufactures. |

Tenth Session of the Council of the IJSG ends in Dhaka |
|
|
|
The Tenth Session of the Council of the International Jute
Study Group (IJSG) was held on 05-06 April 2009 at its
Secretariat in Dhaka, Bangladesh. The Council, the highest
authority of the IJSG, discussed establishment matters as
well as administrative and financial matters of the Group. A
series of important issues including membership of the
Group, development of market for jute products, observance
of the International Year of Natural Fibres 2009, assessment
of world jute situation and other related matters to
formulate appropriate strategies for the growth of the world
jute sector were discussed during the Session. Bangladesh
and India presented country papers on jute trade information
and statistics of their countries.
Mr. Sutanu Behuria, Additional Secretary and Finance
Adviser, Ministry of Textiles, Govt. of India and Chairman
of the IJSG Council chaired the Session. The Chairman
expressed his happiness that during the last one year the
IJSG was able to increase its Associate membership from 39
to 88 which gives recognition to the importance of
Public-Private Partnership in promoting the natural fibres
sector. He also remarked that IJSG is playing a very crucial
role as an active member of the Steering Committee on
“Observance of International Year of Natural Fibres 2009”
which seeks to undertake global activities in sustaining and
increasing the use of all natural fibres.
Mr. Sudripta Roy, the Secretary General of IJSG in his
statement thanked the delegates for taking part in the
Council Session. He apprised the Session of the steps
undertaken by the IJSG Secretariat in increasing the
Membership of IJSG. He gave an account of the activities
undertaken by the IJSG during the last year. He informed the
Session that CFC has agreed to fund two very important
projects of IJSG. The Secretary General also mentioned about
the 2-day International Conference on Prospects of Jute &
Kenaf as Natural Fibres, the Fashion Show and Exhibition of
Jute Products organized by the Secretariat during 08-09
February 2009 in Dhaka in connection with the observance of
the IYNF 2009.
Mr. Enzo Barattini of the EC delegation mentioned that the
strategy for the jute sector, followed by the action plan,
has been a very useful achievement. Since jute continues to
be one of the most important commodities environmentally
friendly, in providing employment opportunities to millions,
Mr. Barattini requested the members to assess the role of
IJSG as the International Commodity Body to make it more
effective and ensure that it is beneficial for the people.
He hoped that new possibilities would be appearing on the
sky-line, with the interest showed by important countries
towards a possible membership to the organization following
high level contacts and the initiatives of the Chairman
together with the Secretary General.
Mr. Vinod Kispotta, Jute Commissioner and the delegate of
India profoundly appreciated the steps taken by the
Secretary General during the last one year or so to increase
the membership of the Group. He also expressed his
appreciation of the efforts made by Dr. Sutanu Behuria in
assisting the IJSG in the focused membership drive. Mr.
Kispotta informed that the Government of India has been
giving protection to jute by making packaging of food grains
and sugar in jute bags mandatory. He said it is elevating to
note that some of the poorest and most vulnerable especially
women involved in the cultivation and manufacturing have
been benefiting through the various activities of the IJSG.
Mr. A B M Abdul Howk Chowdhury, the Secretary, Ministry of
Textiles and Jute, Govt. of Bangladesh commented that
private sector participation in the activities of the IJSG
would help achieve its objectives. He also informed that the
Government of Bangladesh has adopted “National Jute
Policy-2007” to redefine the goals and objectives of the
sector. The policy seeks to strengthen R&D activities in the
agricultural practices with a vision to ensure remunerative
prices to jute farmers by enabling them to produce better
quality jute fibres and enhance per hectare yield of raw
jute, he added.

European Community-EC, representing its 27 Member States,
Associate Members and representatives of Malaysia, Pakistan,

International Conference on Prospects of Jute and Kenaf held
in Dhaka... |

The Secretariat of the International Jute Study Group
(IJSG), Dhaka, Bangladesh organized a 2-day International
Conference on Prospects of Jute & Kenaf as Natural Fibres in
connection with the observance of the International Year of
Natural Fibres (IYNF) 2009 at the Bangladesh-China
Friendship Conference Centre in Dhaka on 08-09 February 2009
in consonance with United Nations declaration of 2009 as the
International Year of Natural Fibres.
The main objective of the conference was to build an
international framework for creating global awareness about
usefulness and beneficial attributes of Jute and Kenaf, the
two important natural fibres along with positive impact on
the society of the producing countries and providing
economic security to a large number of people of those
countries.
While opening a two-day international conference the Hon’ble
Minister for Textiles and Jute, Government of the People’s
Republic of Bangladesh Mr. Abdul Latif Siddiqui said that
the reasons for under development of the country’s jute
sector should be identified to revive the past glory of
‘golden fibre’. He mentioned that Bangladesh do not want to
export raw jute without any value addition.
Deputy Minister of the Ministry of Plantation Industries and
Commodities of Malaysia Mr. Kohillan Pillai spoke as the
special guest while Managing Director of the Common Fund for
Commodities, Amsterdam, Ambassador Ali Mchumo was the guest
of honour. First secretary of the delegation of the European
Commission in Dhaka Mr. Charles Whiteley presided over the
session, which was also addressed by Textiles and Jute
Secretary Mr. Abdul Hawk Chowdhury, Deputy High Commissioner
of India to Bangladesh Mrs. Mukta Dutta Tomar, Chairman of
the Private Sector Consultative Board Mr. KR Hasan and
Secretary General of IJSG Mr. Sudripta Roy.
Mr. Kohillan Pillai said that the Malaysian government is
committed to working closely with IJSG for the betterment of
jute and kenaf sector. He further said that there would be
more cooperation in future.
Ambassador Ali Mchumo, MD-CFC stated that the Common Fund,
as the only intergovernmental organisation, with an
exclusive mandate on commodities has been playing its role
to confront all issues related to specific commodity sector
including jute. Thanking IJSG for arranging this vital
conference to observe the International Year of Natural
Fibres 2009 he assured to continue and strengthen CFC’s
support in addressing the major generic issues of the
natural fibres, esp. jute and kenaf in the days ahead. He
urged the national governments of the countries producing
these fibres such as Bangladesh, India, Malaysia, Indonesia,
China etc. to attach high priority for overall development
of respective fibres in an increasingly competitive world
scenario with the synthetic fibres, where CFC would provide
its all out support to supplement necessary measures in this
regard.
Mr. Charles Whiteley, First secretary of the delegation of
the European Commission in Dhaka remarked that this
International Conference would help achieve the long
cherished goal of global development of the Jute and Kenaf
sector.
The deputy high commissioner of India remarked that India
supports this programme of IJSG and mentioned that India has
already declared a Jute Policy through which various
activities would be carried out for the growth of jute
Industry.
Secretary General of the IJSG Mr. Sudripta Roy emphasized on
the growth of awareness that would motivate the people for
making more use of Jute and Jute Products.
Other speakers emphasised the need for diversification of
jute and Kenaf products to revive the past glory of these
natural fibres.
Important issues related to jute agriculture, various
aspects of Kenaf, price of raw jute, diversification of jute
products, application of jute geo-textiles and market
promotion of jute products came up for discussion during the
business sessions of the conference. Policy makers,
academics, representatives from R&D institutions, trade
bodies from Bangladesh, China, India, Malaysia, the
Netherlands, Pakistan, United Kingdom and the USA attended
the Conference.
The participants of the conference and jute lovers enjoyed a
colourful fashion show on jute apparel and products arranged
in the evening of the inaugural day.
An Exhibition of various jute products was also organised at
the Conference Venue. Several entrepreneurs from Bangladesh
and India participated and displayed their jute products in
the exhibition. A large number of people visited the stalls
and showed their keen interest. |

IJSG Secretary General meets Malaysian Minister at Kuala
Lumpur |
|
|
|
Mr. Sudripta Roy, the Secretary General of the International
Jute Study Group (IJSG) met Mr. Dauk Peter Chin Fah Kui,
Hon`ble Minister for Plantation, Industries and Commodities
of Malaysia on 17 November 2008 at Kuala Lumpur and they had
a significant discussion regarding the membership of
Malaysia to IJSG at the meeting room of the ministry.
The Secretary General briefed about the various activities
of the Group, its mandate and goal alongwith the benefits of
the countries that have membership of the IJSG. The
Secretary General explained the rationale for having
membership of IJSG by Malaysia and pointed out the different
aspects of the IJSG initiated multinational project entitled
“Increased Production in Small-holder Kenaf Production
Systems for Specific Industrial Application” in which the
Institute of Tropical Forestry and Forest Products (INTROP),
Malaysian Timber Industry Board (MTIB) and six private
enterprises of Malaysia involved as partners. Mr. Vincent
Piket, Ambassador-Head of Delegation of the EC to Malaysia
in his speech explained the justification of EU`s
involvement in the IJSG, which is an International Commodity
Body for jute, kenaf and allied fibres and requested the
Malaysian Minister to take the lead to become member of the
Group and reap the benefit in the development of kenaf
economy.
Dr. Md. Rezaul Bashar Siddique, First Secretary
(Commercial), High Commission of Bangladesh to Malaysia was
also present in the meeting as the representative of the
member countries. Among others Ms. Nirmala Bt. Abd Rahim,
Deputy Secretary General 1, Ministry of Plantation,
Industries and Commodities, Dato` Mohd. Nazuri Hashim Shah,
Director General of MTIB, Mr. Lembaga Tembakau Negara,
Director General of National Tobacco Board, Dr. Jalaluddin
Harun, Director of INTROP, UPM, Mohd Nor Zaman Mat Amin,
Director of MTIB, and Mr. Ahmad Loman, Under Secretary of
the Ministry for Plantation, Industries and Commodities of
Malaysia and Mr. Md. Faruque Hossain, Finance and
Administrative Officer of IJSG were present during the
discussion.
Meanwhile the Secretary General attended a meeting with
the Malaysian partners of the above mentioned project on
14 November 2008. He also attended another meeting with
the INTROP officials. He visited the laboratory and
various facilities of the INTROP in doing research on
kenaf and other natural fibres. Besides, the IJSG
Secretary General had a call on visit with Prof. Datuk
Dr. Nik Mustapha R. Abdullah, Vice Chancellor of the
University Putra Malaysia (UPM) on the same day. |

Dissemination Workshop on practical aspects of jute-PP
granule production to be held in Kolkata |
|

A two-day Dissemination Workshop on practical aspects of
jute-PP granule production for injection moulding purposes
organized by the International Jute Study Group (IJSG), The
Agro-technology and Food Innovations (A&F) of the
Netherlands and the Common Fund for Commodities (CFC) will
be held at the Telegraph Room of the Bengal Chamber of
Commerce and Industry (2nd Floor), Royal Exchange 6, Netaji
Subhas Road, Kolkata, India on 3rd & 4th December 2008.
The workshop will cover processing, performance, costs and
marketing aspects of jute-PP composite granules along with
an injection moulding demonstration.
It may be mentioned here that the IJSG has implemented a
project entitled “Jute Reinforced Polyolefines for
Industrial Applications: Phase II: Material Optimisation
and Process Up-scaling for Commercialisation” funded by the
Common Fund for Commodities (CFC), Amsterdam. The
Agro-technology and Food Innovations (A&F) of the
Netherlands was the Project Executing Agency of the project.
Aziz Pipes of Bangladesh and Birla Corporation Ltd. of India
were the collaborating partners. In this project, jute-PP
granules for injection moulding applications have been
developed.

International Conference on Technical Textiles and Nonwovens
held in Delhi |
|
|
|
International Conference on Technical Textiles and Nonwovens
was held on 11-13 November 2008 organised by the Department
of Textile Technology, Indian Institute of Technology,
Delhi, India at its Seminar Hall.
The leading industries involved in the Nonwovens and other
Technical Textiles activities, experts from the Research and
Development organizations and academic
institutions presented papers and discussed current status
of both domestic and global Nonwovens and Technical Textiles
industry. The conference mainly focused on design aspects
and manufacturing technologies for various technical textile
products including technical yarns, woven, knitted, braided
and nonwovens products.
Mr. Md. Siddiqur Rahman, Consultant (Operations) of the
International Jute Study Group (IJSG), Dhaka, Bangladesh
participated in the Conference and presented a paper on
Prospects of Technical Textiles with
emphasis on Jute Geotextiles and Nonwovens: Efforts of IJSG. |

IBFC celebrates its 50th Anniversary |
|
|
|
The Institute of Bast Fibre Crops, Chinese Academy of
Agricultural Sciences (IBFC, CAAS), the only national
institute specialized on bast fibre and cellulosic materials
in China observed its 50th anniversary on 8 November 2008 at
the auditorium of the CAAS in Changsha, China. More than 600
representatives from different provinces of China who are
involved in producing, manufacturing, trading and research
of bast fibre were present on the occasion. Mr. Md. Faruque
Hossain, Finance and Administrative Officer, International
Jute Study Group (IJSG) attended the programme as the
distinguished guest. Mr. Wang Chuoyun, Deputy General
Director, IBFC, Mr. Xiong Heping, General Director, IBFC,
Mr. Liang Tian-Gang, General Director, Ministry of
Agriculture, Mr. Shu Zan-Tai, Director, Department of
Agriculture, Professor Liu We-Jie, Mr. Xu Ming Hua, Vice
Governor of Hunan Province, and Lei Maoliang, Deputy General
Director of CAAS were the speakers of the event.
Mr. Faruque Hossain in his speech urged the government of
China to become member of the IJSG and to come forward for
the development of the natural fiber sector globally. He
also expressed his hope that IBFC would become associate
member of IJSG which will provide a forum for mutual
co-operation with new initiatives in the future.
It may be mentioned that IBFC was founded in 1958 and it has
obtained a lot of achievements on research and development
for bast fibres in the past half century. IBFC is a
collaborating Research Institute in the implementation of
the project “Increased Production Efficiency in Small-holder
Kenaf Production Systems for Specific Industrial Application
(CFC/IJSG/25) sponsored by IJSG and has the responsibility
to screening and field production of kenaf germplasm under
this project.
Mr. Faruque Hossain also held a discussion with the senior
officials of the IBFC on 9 November 2008 at the meeting room
of the IBFC and briefed on the benefits of China for
becoming a full member of IJSG and IBFC becoming an
associate member of IJSG. Prof. Li Defang, Ph.D, Chief of
Kenaf, Jute and Paper Crops Research Division of IBFC, Mr.
Tang Shouwei , Director, Scientific Management Department,
IBFC, Professor Su Jianguang, Head Kenaf and Jute Division,
IBFC and Mr. Rushu Lu, Member, CFC Consultative Committee
were present in the meeting.
The officials of the IBFC agreed to become an associate
member of IJSG and consented to pursue their government for
full membership of IJSG.

Corex Group of UAE visits IJSG |
|
|
|
A two member team comprising of Mr. Gene Pulera, Managing
Director and Mr. Dominic Pulera, Director of COREX Group,
Dubai, United Arab Emirates visited the IJSG Secretariat on
07 October 2008. The team discussed various activities of
IJSG and the present situation of world jute economy with
the IJSG Officials.
The COREX Group informed that they are visiting Bangladesh
for the first time to have a clear idea about the export
potential of Bangladesh particularly jute products which are
natural fibre products. They showed keen interest to sell
the jute products in American markets where there is
tremendous appeal since these products are fashionable,
eco-friendly, bio degradable and affordable. The team is
trying to open up new markets for jute goods with their new
applications.
The COREX Group became the 76th Associate Member of IJSG.

Kong Sin Co. Ltd. of Korea becomes Associate Member of IJSG |
|
|
|
A delegation of Kong Sin Co. Ltd., a jute product
manufacturer and exporter of Seoul, Korea met Mr. Sudripta
Roy, the Secretary General of the International Jute Study
Group (IJSG) on 18 September 2008 at its Secretariat to
discuss various issues relating to the activities of the
Group and trade of jute.
The Korean company has become the 74th Associate Member of
the International Jute Study Group (IJSG) recently.
While visiting the IJSG Secretariat, Mr. Kazi Rezaul Hasan,
the Chairman of the Private Sector Consultative Board (PSCB)
introduced Mr. Oh–Wook Choi and Mr. Hwan- Seok Choi,
President and Manager of Kong Sin Co. Ltd. respectively to
the IJSG officials. The delegation also visited the IJSG Display Centre and showed keen interest on
seeing the wide range of collection of diversified jute
products of different countries.

Vice Chairman of the IJSG Council meets Secretary General |

Mr. Charles Whitely, Vice Chairman of the IJSG Council and
First Secretary, Head of Political, Trade, Press and
Information Section, Delegation of European Commission to
Bangladesh met Mr. Sudripta Roy, Secretary General of the
IJSG at its headquarters in Dhaka on 17 September 2008.
They discussed several issues relating to the activities of
the Group and world jute economy. Mr. Roy informed the Vice
Chairman of the interest shown by the Malaysian Government
to become full member of IJSG. He talked about the proposed
meeting with the permanent representatives to the United
Nations in New York to expedite the issue of membership. Mr.
Roy told him that the IJSG Secretariat has been organising
an international conference on jute and kenaf during 8-9
February 2009 to be held in Dhaka in observance of the
International Year of Natural Fibres (IYNF) 2009. He said
that the Group is trying its best to rebuild the image of
jute, the versatile natural fibre through various
promotional activities.
Apart from the effective role of the member governments, Mr.
Charles Whitely put emphasis on more involvement of the
private sector in the Group and underlined the need for
enhanced marketing opportunities for jute and jute products
of improved quality. Mr. Whitely also visited the IJSG
Display Centre and expressed his happiness on seeing the
range of collection of diversified jute products of
different countries. Mr. Md. Faruque Hossain, Finance &
Administrative Officer and Mr. Dewan Sayeedul Hassan, Media
and Information Officer of the IJSG were present during the
discussion. |

Kona –Tex of Russia becomes Associate Member of IJSG |
|
|
|
Kona–Tex, a jute product manufacturer of Moscow, Russia has
become the 73rd Associate Member of the International Jute
Study Group (IJSG) recently.
A delegation of Kona Company of Russia met the officials of
the International Jute Study Group (IJSG) on 25 August 2008
at the IJSG Secretariat to discuss various issues relating
to trade of jute. The Russian Delegates were visiting
Bangladesh to study the current jute
situation.
Mr. Ivan A. Kravtsov, Attaché, Embassy of the Russian
Federation in Bangladesh introduced the delegation of Kona
Company. The Delegation was comprised of Mr. Valentin V.
Zhiltsov- Director on external economic activities and Mr.
Andrey Samsonov, Commercial Director.
Mr. Md. Faruque Hossain, Finance and Administrative Officer
and Mr. Md. Siddiqur Rahman, Consultant (Operations) of the
IJSG took part in the discussion which mainly focused on
production and price of raw jute and also the activities of
IJSG. |

Workshop on Low Cost Retting of Jute/Kenaf/Mesta held in
Dhaka |
|
|
|
A day-long workshop cum orientation training on retting
system under the project entitled Low Cost Retting of
Jute/Kenaf/Mesta for Quality Up-gradation, sponsored by the
International Jute Study Group (IJSG), funded by Common Fund
for Commodities (CFC) and organised by Bangladesh Jute
Research Institute (BJRI) was held in the Committee room of
BJRI on 1 September 2008 in Dhaka.
Mr. Sudripta Roy, IAS, Secretary General of the IJSG
inaugurated the training course as the chief guest. Dr.
Latifa Binte Lutfar, Operations Officer of the IJSG was the
special guest. Dr. Md. Firoze Shah Sikder, Director General
of BJRI chaired the session.
The Secretary General remarked that retting is one of the
most important factors responsible for determining the
quality of fibre. He said that in the context of global
warming, we need to work with commitment for better future
of jute, as it is the natural and bio-degradable fibre. He
requested the participants to take the challenge and
disseminate the improved retting technique to the poor
farmers/growers through practical demonstration. The
Secretary General mentioned that jute is related with the
culture and lives of millions in this region. Therefore, we
need to generate useful information on up-gradation of fibre
quality for the growers’ benefit as well as overall
development of the jute sector.
In the training session, Dr. Md. Firoze Shah Sikder,
Director General of BJRI discussed the importance of jute in
the economy of Bangladesh. Mr. M. Asaduzzaman, Director
(Agriculture) of BJRI and Focal Point Scientist of the
project talked on various aspects of retting system to
improve the quality of jute fibre in Bangladesh. Dr. Latifa
Binte Lutfar, Operations Officer of the IJSG introduced and
explained the low cost retting technique along with the
objectives of the project. She also shared her experience of
low cost retting demonstrations in India with the
participants of the workshop.

Ninth meeting of the COP of the International Jute Study
Group held in Dhaka |
|
|
|
The two-day Ninth meeting of the Committee on Projects (COP)
of the International Jute Study Group (IJSG) held at its
Headquarters in Dhaka ended on 28 August 2008. Chairman of
the COP - Md. Fazlul Haque, Joint Secretary, Ministry of
Textiles and Jute, Government of Bangladesh chaired the
meeting.
In the inaugural session, Md. Abdur Rashid Sarker,
Secretary, Ministry of Textiles and Jute, Government of
Bangladesh inaugurated the upgraded Display Centre of the
IJSG and launched the video film on jute. Mr. Sarker in his
speech appreciated the promotional activities of the IJSG
and remarked that since there is a renewed global interest
in natural fibres and jute has a fresh opportunity to get
back into the market worldwide, we should make endevours in
creating awareness of the beneficial effects of the use of
jute as an environmentally friendly, renewable and versatile
fibre.
In the opening statement of the COP, the Chairman said that
the development of the jute sector is not possible by the
governments only. Active participation and initiatives of
the private sector can also help immensely to achieve the
cherished goal.
Mr. Sudripta Roy, the IJSG Secretary General briefed the
committee on the development and activities of the Group
since the last COP. He attached importance on the Observance
of the International Year of Natural Fibre in 2009 (declared
by the United Nations General Assembly) to stimulate demand
for jute worldwide.
The meeting reviewed the recently completed projects and
activities and informed of the progress of the on-going
projects.
The committee highlighted the necessity of producing
standard and diversified jute products and to formulate an
appropriate strategy to promote and increase the market
share of jute products worldwide.
The Committee elected Jute Commissioner, Ministry of
Textiles, Government of India as Chairman, and Joint
Secretary (Policy), Ministry of Textiles & Jute, Government
of the Peoples’ Republic of Bangladesh as Vice-Chairman of
the COP for the jute year 2008 -2009.

2008 International Conference on Flax and Other Bast Plants
held in Canada |

2008 International Conference on Flax and Other Bast Plants
was held at Saskatoon, Saskatchewan, Canada on 21-23 July
2008 hosted and supported by Saskatchewan Flax Development
Commission, Institute of Natural Fibres, FAO/ESCORENA
European Cooperative Research Network on Flax and other Bast
Plants, Canadian Hemp Trade Alliance, Agriculture & Agri-Food
Canada, Agriculture Council of Saskatchewan, Govt. of
Saskatchewan, Flax Council of Canada, University of
Saskatchewan etc. It was the first time the conference had
ever been held in North America. It may be mentioned that
Saskatchewan is the home to more than 15,000 flax producers
and a rising number of hemp growers.
Mr. Sudripta Roy, the IJSG Secretary General and Dr. Latifa
Binte Lutfar, Operations Officer of the same organisation
attended the conference and made a poster presentation on
Global Dynamics of Jute and Allied Fibres as an Alternative
Fibre Crop.
The Conference aimed at bringing together scientists,
producers, and industry experts from the fibre, textiles,
agriculture, composite and niche product areas and discusses
the latest innovations in the field of natural fibres
especially on flax, hemp, ramie and jute around the world.
From inspiring keynote addresses to information-filled
sessions, the attendees had the opportunity to hear a number
of oral paper presentations on the latest innovations,
developments and future trends on breeding, agronomy,
processing, biotechnology, textiles, composites, co-products
etc. There were presentations of about 40 informative
posters as well. All papers and posters were related to one
or more conference theme areas i.e. producing quality feed
stocks, fiber processing, product destinations (World
Trade), and fibre going green.
This event was very important not only for bast plant
research, but also to prepare for the celebration of the
International Year of Natural Fibres in 2009, proclaimed by
the United Nations. The goal of the conference was to
exchange ideas, facilitate co-operation between researchers,
and accelerate transfer of new and innovative technologies
through presentations and interactions among the experts of
various specific fields related to bast plants / fibre
crops
Some post-conference optional tours viz. ‘the Science City
tour’, ‘Agriculture in the city tour’ along with a ‘Fields
of Fibre tour’ were arranged by the organizers to facilitate
the participants to visit some of the rare scientific
facilities and installations situated in and around
Saskatoon and tour of farm site, processing field, flax
fields etc. |

Workshop on jute geo-textiles in Bangladesh held in Dhaka |

A workshop on jute geo-textiles in Bangladesh –
its practical use and prospects organised by the Jute
Diversification Promotion Centre (JDPC) of Ministry of
Textiles and Jute, Govt. of Bangladesh was held on 2
June 2008 in the conference room of the International Jute
Study Group (IJSG), Dhaka.
Mr. Md. Anwarul Iqbal BPM (Bar), PPM, the
Honourable Adviser to the Ministry of Local Government and
Rural Development (LGRD), Textiles & Jute and Labour &
Employment, Govt. of Bangladesh was present on the occasion
as the Chief Guest. Mr. Md. Abdur Rashid Sarkar, Secretary,
Ministry of Textiles and Jute, Govt. of Bangladesh and Mr.
Sudripta Roy, Secretary General of IJSG were present as
Special Guests.
In the inaugural session, Dr. ABM Abdullah,
Executive Director of Jute Diversification Promotion Centre
(JDPC) delivered the address of welcome. He stated that
Geo-textiles are a new ‘green’ technology which some of the
developed countries have started using already. It is
expected that this workshop would provide proper guidance
and technicalities that would open up new horizon for
application of jute textiles and improvement of the jute
sector as a whole.
The Honourable Adviser reiterated that it is
absolutely necessary to change our attitude towards jute and
jute products and maximise its use as an eco-friendly fibre.
He mentioned that Govt. of Bangladesh has already taken
initiatives to reformulate the jute policy of Bangladesh to
suit the current domestic as well as global needs. He
informed that the government is also trying to revive the
glory of jute sector and to reopen the closed jute mills. He
mentioned that efforts are on to ensure fair price, quality
seeds and bank loans to the farmers. He emphasised on the
dissemination of information and technology to all the
stakeholders.
The Secretary General of IJSG Mr. Sudripta Roy
remarked that the Jute Geotextiles (JGT) is an emerging
indigenous technology in geographical and bioengineering
fields. JGT is capable of being used as the most reliable
base material for protection of slopes of embankments,
stability of rural roads and rivers against erosion. Rural
unemployed, unskilled labour can be utilized for application
of this technology. He suggested that a road map may be
devised. Mr. Roy also emphasised on formulating certain
strategies for the application of jute geotextiles which may
be a great window of the future of jute. He pleaded that the
participants may come forward with positive thinking and
asked for timely support from the public and private
sectors.
The Secretary of Ministry of Textiles and Jute,
Govt. of Bangladesh said that uses of natural fibrous
materials in the fields of bio-engineering, erosion control
and agro-mulching are recent practices. Since synthetic
getextiles have got direct negative impact on climate and
ecology, therefore, jute geotextiles should be used as a
solution to various problems related to geo technical and
environment related activities. He sated that it is
necessary to make committed and concerted efforts to use
jute geotextiles. He urged the audience to make
recommendations on use and implementation of the technology
so that the farmers and the nation as a whole could be
benefited.
In the Business Session, papers were presented
by Dr. Abdul Jabbar Khan, Professor of Bangladesh University
of Engineering & Technology (BUET), Dhaka and Dr. Zahid
Hossain Prodhan, Managing Director of Arcadia Property
Development Ltd.

Meeting on jute processing machinery held at the
IJSG Secretariat |
|

|
A meeting on jute processing machinery organised by the
Private Sector Consultative Board (PSCB) of the Group was
held on 2 June 2008 at the conference room of the
International Jute Study Group (IJSG), Dhaka.
Mr. Davinder Singh, Director Marketing and Mr. Lakhvir
Singh, Director of the GSL Textile India Pvt. Limited, India
made a presentation on their recent innovation GSL Breaker
Cum Finisher Jute Card with Auto-Leveler Intersecting Rotary
Gill Head, a substitute of conventional 4 Jute cards and 4
Jute Gill Boxes. The Company based in Ludhiana, India, a
pioneer textile machine manufacturer since last 5 decades
reports that this machine saves power consumption, man power
and space which is running successfully in Ambica Jute Mills
for the last two and half years.
Mr. Sudripta Roy, the Secretary General of IJSG, Mr. Kazi
Rezaul Hasan, Chairman of the Private Sector Consultative
Board (PSCB), Mr. Muhammad Shams-ul-Haque, Ex- Chairman of

Ninth Session of the Council of the IJSG ends in Dhaka |
|
|
|
The two-day Ninth Session of the Council of the
International Jute Study Group (IJSG) ended 23 April
2008 at its Secretariat in Dhaka.
The Council, the highest authority of the IJSG, discussed
establishment matters as well as administrative and
financial matters of the Group. A series of important issues
including membership of the Group, development of market for
jute products, observance of the International Year of
Natural Fibres 2009, assessment of world jute situation and
other related matters to formulate appropriate strategies
for the growth of the world jute sector were discussed
during the Session. Bangladesh and India presented country
papers on jute trade information add statistics of their
countries.
Ms. Elisabeth Andrea BÖsch Malinen, Deputy Head of Mission,
Embassy of Switzerland and Chairperson of the IJSG Council
presided over the meeting. The Chairperson expressed her
happiness about the activities undertaken by the IJSG
Secretariat for the enhancement of the global jute sector
which will eventually benefit the millions of people
including the poor farmers and for its sustainable
development.
Mr. Sudripta Roy, the Secretary General of IJSG in his
statement touched on the various efforts made by the
Secretariat in implementing projects for developing
technologies and products of jute and on the more effective
involvement of the private sector in the policy making of
the concerned countries. He hoped that with active support
of the member countries it will be possible to strengthen
the organisation by wooing more members.
Mr. Enzo Barattini of the EC delegation commented that the
International Commodity Bodies (ICBs) have to contribute
effectively to market functioning mainly to sustainable
development within its three main pillars: economy, social
and environmental which the EC like to see implemented. The
EU Study report also recognised the important role of ICBs
as fora for cooperation between producer and consumer
countries, both at the level of the government and the
private sector.
Mr. Sutanu Behuria, the delegate of India remarked that IJSG
as the ICB for jute and allied fibres should have an
important role regarding the observance of the International
year of Natural Fibres (IYNF) 2009. The IJSG should strive
to make its Headquarters an international resource centre
for all matters pertaining to jute and kenaf. He added that
recognising the importance of jute to farmers and workers,
the Govt. of India has announced National Jute Policy 2005
with the objective to enable the jute industry to build
world class manufacturing capabilities.
Mr. Md. Abdur Rashid Sarkar, the Secretary, Ministry of
Textiles and Jute, Govt. of Bangladesh informed the meeting
that the Govt. of Bangladesh has adopted National Jute
Policy 2008 whose main objectives are to facilitate the jute
sector in Bangladesh to attain and sustain the global
standing in production of raw jute and in the manufacture of
jute goods. He added that the policy would seek to
strengthen R&D activities to ensure remunerative prices to
the jute farmers. He also supported the idea of making joint
efforts in increasing the numbers of the members.
Alongwith all Members of IJSG - Bangladesh, India,
Switzerland, and European Community-EC, representing its 27
Member States, Associate Members and representatives of
Pakistan, The Philippines, Thailand, The Russian Federation
and Vietnam as Observers attended the Session.

Eighth Meeting of the PSCB of the IJSG held in Hanoi |

|
The Eighth Meeting of the Private Sector Consultative Board
(PSCB) of the International Jute Study Group (IJSG) was held
at Hanoi Jute Company in Hanoi, Vietnam on 17-18 March 2008.
H.E. Mr. Md. Enamul Kabir, Ambassador of Bangladesh in
Vietnam inaugurated the meeting. Mr. Sanjay Kajaria,
Chairman of the PSCB presided over the meeting while Mr.
Sudripta Roy, Secretary General of the IJSG was present and
made a statement.
H.E. the Ambassador of Bangladesh in Vietnam stated that
scientists and others engaged in green movement are working
to save the ecology of the earth and favour the use of
natural products like jute and other natural fibres. He
stressed diversification of jute products that would satisfy
consumers’ taste. The Secretary General, IJSG in his
statement remarked that it is high time to do something
tangible that would leave a mark on the sustainable
development of the jute sector. The Chairman of the PSCB
said, to take advantage of the new openings of the market,
appropriate promotional efforts are needed in the areas of
market development.
The meeting was open to all Associate Members of the IJSG.
The PSCB reviewed the status of the Associate Members of the
IJSG and recommended that the PSCB should enlarge its
members to include exporters, importers, traders, market
experts, manufacturers to make the Board more dynamic and
effective. The Board insisted on holding more
workshops/symposiums in suitable countries on jute and
allied fibres to promote sharing of information on R&D
activities as well as on development of technologies.
Moreover it was decided to take necessary steps to compile a
database of tariffs on Jute and Jute products and non-tariff
barriers as well as logistic barriers relating to Jute and
Jute products in different producing and importing
countries. The PSCB recommended to the Council to appeal to
all importing countries to suitably remove/reduce tariffs
and to remove non-tariff barriers on jute, jute products,
jute machinery and spares.
The PSCB stressed on the necessity of increasing cooperation
among the buyers’ and consumers’ organisations. The Board
also suggested initiating a study for Disposal Protocol for
Jute Products. The meeting discussed other important issues
like strategy for promotion of technical textiles including
geo-textiles, training of jute mills personnel and
observance of the International Year of Natural Fibres (IYNF)
2009.
At present there are 62 Associate Members of the IJSG
representing Bangladesh, India, Pakistan, Cote d’Ivoire,
Switzerland, USA, Nepal, Japan, Germany and Vietnam. |

International Symposium on Jute and Allied Fibres held at
Kolkata |

An International Symposium on Jute and Allied
Fibres Production, Utilisation and Marketing was held during
9-12 January, 2008 at the Bhasha Bhavan, National Library in
Kolkata, India. The Symposium was organised by the Indian
Fibre Society in collaboration with the Central Research
Institute for Jute & Allied Fibres (CRIJAF) and National
Institute for Research on Jute & Allied Fibres Technology (NIRJAFT).
The event was supported by the Office of the Jute
Commissioner and Jute manufacturing Development Council (JMDC),
Govt. of India, and Indian Jute Mills Association (IJMA)
along with others. The International Jute Study Group
(IJSG), one of the partners, provided funding support.
Mr. Sudripta Roy, the Secretary General of the
IJSG spoke as a Guest of Honour in the inaugural ceremony
held in the evening of 9 January 2008 at the Hotel Taj
Bengal, Kolkata. Mr. Roy presented a paper on Global
Situation of the Jute Industries and Future Road Map in the
Theme Session. He also chaired the Session on Country
Reports.
In the Technical Session, Dr. Latifa Binte
Lutfar, Operations Officer, IJSG presented a paper entitled
Technologies for Creating Improved Value Added Jute Products
with Emphasis on Pulp and Paper.
The symposium was treated as a curtain-raiser to observe the
International Year of Natural Fibres 2009 with the purpose
to sensitize and hold discussion among the stakeholders
directly or indirectly involved in the sector throughout the
production-marketing–consumption chain. The papers in the
Technical Sessions mainly confined with crop production,
crop protection, biotechnology, post harvest and quality
management, manufacturing processes, technical textiles,
biomass utilization, ecology and marketing. |

IJSG Secretary General visited the IITF 2007 in New Delhi |
|
|
|
The India International Trade Fair (IITF 2007) was held in
Pragati Maidan, New Delhi from November 14-27, 2007
organised by India Trade Promotion Organisation (ITPO). This
big annual event exhibited industrial development in India
and other parts of the world and also provided a common
platform for the manufacturers, traders, exporters and
importers to interact.
The exhibits included in the fair were: Jute, Coir Products,
Textiles, Garments, Household Appliance, Kitchen Appliances,
Processed food, Beverages, Confectionery, Drugs,
Pharmaceuticals, Chemicals, Cosmetics, Bodycare & Health
care products, Telecommunication, Power sector, Electronic
Sector, Furniture, Home Furnishings, Sports Goods, Toys,
Engineering Goods etc.
The Secretary General of the IJSG, Mr. Sudripta Roy visited
the jute pavilion of the IITF 2007 under the banner of
Manufactures Development Council (JMDC) and National Centre
for Jute Diversification (NCJD). He was impressed to see
that a lot of jute lovers and manufacturers assembled in the
exhibition who were fascinated by the display of wide range
of jute products. Mr. Sudripta Roy appreciated the
management of the JMDC for organizing the pavilion
proficiently with an appealing expression: ‘Surprisingly
Jute.’ Mr. Dewan Sayeedul Hassan, Media and Information
Officer, Mr. Farquue Hossain, Finance and Administrative
Officer of the IJSG alongwith Market Promotion Officers of
the JMDC Mr. T.K. Saha and Mr. Debdoot Mukherjee were also
present during the visit of the IJSG Secretary General.
Among the 41 stalls in the jute pavilion, two Small-Scale
Entrepreneurs namely Bhabna Association for Peoples
Upliftment (BAPU) and DHARTI of the IJSG sponsored and
Common Fund for Commodities (CFC) funded project entitled
Small-Scale Entrepreneurship Development in Diversified Jute

IJSG Secretary General meets Head of Delegation
of EU in Bangladesh |

The IJSG Secretary General Mr. Sudripta Roy met His
Excellency Dr. Stefan Frowein, Ambassador, Head of
Delegation of the European Commission to Bangladesh at his
office in Dhaka on 6 November 2007.
They discussed several issues related to the activities of
the IJSG and overall jute economy. The IJSG Secretary
General thanked His Excellency for his keen interest in the
activities of the Group and for the development of the jute
sector. Mr. Roy said that people all over the world are
becoming more inclined to use more natural fibre products in
view of the environmental friendliness. He said that IJSG
Secretariat is trying its best to rebuild the image of jute.
The Secretary General highlighted the role of the member
countries of the IJSG in increasing the number of members to
make the Group more vibrant and of international character.
Apart from the effective role and determined efforts from
the member governments, Dr. Stefan Frowein emphasized on
more involvement of the private sector in the Group which
would promote jute trade. He underlined the need for
enhanced marketing opportunities for jute and jute products
of improved quality through the use of new technology. Dr.
Frowein assured of all possible assistance to strengthen the
activities of the Group.

IJSG Secretary General meets High Commissioner of Pakistan
in Bangladesh |

The IJSG Secretary General Mr. Sudripta Roy met His
Excellency Mr. Alamgir Babar, High Commissioner of Pakistan
in Bangladesh at his office in Dhaka on 5 November 2007. Mr.
Babar warmly greeted Mr. Roy for assuming the office of the
Secretary General of the IJSG.
They discussed several issues related to the jute sector
particularly the IJSG membership issue. The IJSG Secretary
General thanked His Excellency for his active role as
regards joining of Pakistan to IJSG as full member and his
keen interest for the development of the jute sector. Mr.
Roy said that people all over the world are becoming more
inclined to use more natural fibre products in view of the
environmental friendliness. He hoped that the valuable
support from the government of Pakistan would help tide over
all the difficulties to make the jute sector a viable and
flourishing one.
Apart from the effective role and determined efforts from
the member governments, Mr. Babar emphasized on more

enhance the image of the organisation as well as help

IJSG Secretary General meets the Adviser to the Government
of Bangladesh for Textiles and Jute |
|

The new Secretary General of the International Jute Study
Group (IJSG) Mr. Sudripta Roy met the Honourable Adviser to
the Caretaker Government of Bangladesh for Textiles and Jute
Mrs. Geeteara Safiya Choudhury at her office in the
Bangladesh Secretariat, Dhaka on 19 September 2007.
They discussed various matters related to the jute economy,
various challenges faced by the jute industry in relation to
production, availability of quality raw materials, necessity
for technology improvement as well as the IJSG membership
issue. They opined that for the existence of the Group, the
present member countries should sincerely take initiative to
involve more potential countries to the Group as full
members to enable the IJSG to undertake more programmes.
During the discussion it was stressed on producing
innovative diversified products to harmonize with the
consumers’ choice and develop new market opportunities.
The New Secretary General hoped that he would get the
highest support from the government of Bangladesh to move
ahead with the objectives of the Group and make the
organisation an effective forum to work for the betterment
of the global jute sector. Mr. Roy also expressed his hope
that government of Bangladesh would join hands with IJSG in
carrying out activities and programmes of the Group in
respect of observance of the International Year of Natural
Fibres 2009. Mrs. Chowdhury assured of all possible
assistance in the activities of the Group.

at his office in Dhaka on 17 September 2007. They discussed
various issues related to the jute economy and the IJSG
membership. The IJSG Secretary General thanked the
Honourable Adviser for the support extended by him to
strengthen the IJSG Membership drive and for his keen
interest shown at all times for the development of the jute
sector. Mr. Roy hoped that he would get the utmost
cooperation from the government of Bangladesh. Dr. Chowdhury
assured of all possible assistance in the activities of the
Group.

The newly joined Secretary General of the IJSG Mr. Sudripta
Roy met Mr. Md. Abdur Rashid Sarkar, Secretary of Ministry
of Textiles and Jute, Bangladesh at his office in the
Bangladesh Secretariat, Dhaka on 12 September 2007.
Mr. Sarkar welcomed Mr. Roy for assuming the office of the
Secretary General of the IJSG. They discussed various issues
specially the membership issue. They emphasized on getting
involvement of the countries like China, Thailand, Myanmar,
Nepal Vietnam and Japan to the Group. They opined that for
the existence of the Group, the present member countries
should sincerely take initiative in this regard. Mr. Sarkar
showed his interest to share the experiences in the
diversification of jute between Bangladesh and India to
encourage people to use more natural fibre products. Mr.
Sarkar sought assistance of IJSG regarding the possibilities
of establishing Pulp and Paper factories in the jute growing
regions. The new Secretary General assured him to provide
all possible help for the development of the jute sector and
hoped that he would also get the support and cooperation
from the government of Bangladesh.

IJSG Secretary General Mr. Sudripta Roy met Ms. Elisabeth
Andrea BÖsch Malinen, Deputy Head of Mission, Embassy of
Switzerland and Chairperson of the IJSG Council at her
office in Dhaka on 12 September 2007.
Ms. Elisabeth Andrea BÖsch Malinen warmly welcomed Mr. Roy
for assuming the office of Secretary General of the IJSG.
They discussed several issues particularly the membership
issue. They agreed on the fact that the membership drive is
not a task of the IJSG alone, conversely, it is also the
responsibility of the member countries. Focusing on 3 or 4
potential countries, joint efforts in this regard would
yield positive results. The Secretariat should approach the
private sector to join the Group as Associate members. It
would then be easier to persuade their respective
governments to become the full member of the IJSG. They
opined that the observance of the International Year of
Natural Fibre (IYNF) 2009 should be in a befitting manner.
The quality of the output from the various project
activities undertaken by the Group was especially
emphasized.
Ms. Malinen expressed her hope that Mr. Roy would show
admirable performance and take suitable steps for the growth
of the world jute economy and promote generic image of jute.
The new Secretary General sought all cooperation from the
Chairperson as well as her country.

SUDRIPTA ROY - NEW SECRETARY GENERAL OF IJSG |

Mr. Sudripta Roy joined as the new Secretary General of the
International Jute Study Group (IJSG) at its headquarters in
Dhaka on September 06, 2007 replacing Mr. A.F.M. Sarwar
Kamal (Bangladesh). Mr. Roy, a national of India, is a
member of the Indian Administrative Service (IAS) and has
put in 29 years in the civil service of the Government of
India and holding a number of important positions. |
|

|
Prior to Joining the IJSG, he was working as the Joint
Secretary to the Government of India in the Ministry of
Textiles and looking after the two divisions of natural
fibres i.e. Cotton and Jute along with the industry sector.
He was also holding the additional charge of Jute
Commissioner of India. He took several initiatives in
making the jute industry modern and vibrant through
modernization and diversification of jute products. He was
involved in preparing a bill for the creation of “The Jute
Board” which has been introduced in the Parliament of India.
This bill provides for bringing numerous agencies dealing
with the production, marketing and manufacturing of jute
under one roof to create necessary synergy. Mr. Roy was
Director in Boards of National Jute Manufacturers
Corporation Limited (NJMC), the Jute Corporation of India (JCI),
the Jute Manufacturers Development Council (JMDC) and
National Council for Jute Development (NCJD). He was also a
member of Governing Council of Indian Jute Industries
Research Association (IJIRA), a Research and Development
Organisation.
Besides textiles, he worked in the Ministries of Urban
Development, Commerce and Supply, Environment, Revenue,
Rural Development, Health, General Administration and
Education both in the Government of India and in Government
of Himachal Pradesh.
The most important task before him as the third Secretary
General of the IJSG will be:
(a) to ensure the thriving existence of this international
body;
(b) revive and revitalize the jute fibre as a natural fibre
which would provide livelihood opportunities to millions of
farmers and breathe new life in a decadent industry;
(c) provide proper focus to allied natural fibres like kenaf,
sisal, coir and hemp;
(d) promote diversification of these natural fibres mainly
in the areas of technical textiles like geotextiles and agro
textiles;
The immediate priorities for him would be to embark upon a
massive membership drive to bring into the fold all
stakeholders of natural fibres which would include not only
allied fibres using nation states but also a large world
wide private sector.
It may be mentioned that Mr. Sudripta Roy was appointed as
the Secretary General of the IJSG for a period of three
years at its eighth Session of the Council held during 3 May
2007. |
